Pipelines and overland roads and rail are all important for handling Russia’s buoyant external trade, but the major bottleneck – hence a constraint on the economy’s overall potential growth rate – is insufficient port capacity. Given the import surge, the most urgent need is for modern container ports. The healthy growth rate of tonnage handled in 2007 will accelerate in line with the rapid expansion of port capacity now underway.
