Hu stacks his deck

Overview

Hu Jintao is steadily increasing his power in the Communist Party. The process is gathering pace ahead of the key Party Congress in the autumn.

With the government under Wen Jiabao in line, Hu's ability to put through their policy agenda depends on consolidating authority in the Party over older figures from the past and provincial barons. All the signs are that he is doing so successfully.
