China Monitor: Personnel changes do not improve China’s reform outlook


After a disastrous nine months for China’s capital markets, the chief regulator Xiao Gang was removed from his post as head of the China Securities Regulatory Commission (CSRC) on 20 February. Xiao was a talented, high-flying technocrat who had made his name as the head of the Bank of China (BoC) from 2004 to 2013 after serving at the central bank for more than 15 years.
