China targets economic “breakthrough” and confirms a new leader

China's top leaders have issued their strongest statement to date on the need to diversify the economy. In approving the Five-Year Plan for 2011-15, the annual Plenum of the Communist Party's Central Committee which ended on Monday stressed that it aimed to "achieve major breakthroughs in economic restructuring and maintain stable and relatively fast economic growth".
