China's attempt to channel investment to laggard western regions is not going well. The drive to help the huge territory catch up with coastal areas has the strong support of Hu Jintao and others in the cabinet who, like the president, have held posts in the 12 provinces, autonomous regions and municipalities that are targeted by the Western Development Initiative.
But infrastructure remains inadequate, while the west's environment is especially vulnerable and there is speculation...
