Has China a banking strategy?


The record-setting IPO by the Industrial and Commercial Bank of China (ICBC) is part of a broader government strategy to overhaul the banking sector and gradually turn the big four state banks into viable commercial enterprises, in line with the WTO entry agreement that obliges the mainland to open up its banking sector to foreign competition.
