As expected, embattled President Michel Temer was able to muster enough support this Wednesday to avoid being removed from the presidency as a result of a second criminal indictment against him. But his narrower margin of victory this time around (251-233 votes in his favour), or 12 fewer votes than the first indictment vote, signals the rocky road ahead for the government’s planned reform agenda – and not only for difficult structural fiscal reforms such as pension reform.
