As the beleaguered Dilma administration settled down this week to the difficult task of trying to rework the country’s ballooning 2016 draft budget, the President found herself battling a fresh round of troubles. As the Congress expressed continuing resistance to new taxes and Operation Lava Jato (“Car Wash”) arrived at the doorstep of two of Dilma's closest cabinet members, ratings agency S&P threw more fuel on the political fire by cutting Brazil’s foreign currency debt ratings...
